1) Heels never go above 2.5 inches, so if the heel height is greater than that then you need to go down a size. If u are wearing flats or wedges with an inch of heel or less then you can stay the same size. Reason being heels are worn to give us more height so they add one inch and shoes wear out faster when they have an inch of difference from the toe.
2)Shoes should never be tight, even if you have small feet. They should always be a comfortable fit. If you are too many sizes smaller and your toes touch the front tip; that's an issue. Your toes and feet will hurt from being crunched in a shoe that is too small for you. There should be a half inch of space between your toe and the tip of the shoe when it's on your feet.

3)The best way to determine if they fit is to test them out by walking around. If they feel uncomfortable or they are pulling on your feet, you need to go down a size.
4)Toe boxes are sized differently from heel boxes. Toe boxes should be wider when you look at the shoe in depth, even if the top is straight like on a pump. Heel box are always smaller than toe box.
5)Something that is often overlooked for men, even though men may not wear heels all that much, is what women wear in their shoes. Women's high heels are not exactly all that comfortable but the most comfortable pair of boots are flat and wide at the top with a narrow toe box inbetween two thick soles (the 1" rule applies to these too). All boots have the same shape and construction. Simply put, if they make them comfortable for women they will be comfortable for men.
6)If you are buying a minimalist shoe (no padding, thin soles, no support) make sure it's at least an inch wide in the widest part of your foot. New Balance make some of the best shoes for this category. The shoe is well built with minimal material and looks good doing it.
7) If the shoe has a raised heel, then you need to also have a wider toe box to compensate for that. If it is a platform or wedge style, then your foot will hit the front of the shoe when you try to walk in it.
8)If you are buying in department stores, try on at least three pairs of shoes of the same size and wear them around the store to make sure they fit properly.

9)Signs that your shoes aren't big enough: You get blisters from shoes rubbing your skin raw in new shoes or new leather shouldn't be uncomfortable when you first wear them. If the ball of your foot, or the heal of your foot hurts while walking then they aren't big enough.
10)Signs that your shoes are too big: If you can slide your feet out of them when they are tied, or if they slip off when you walk in them. Your toes should never touch the front tip unless it is a high heel (see above) and shouldn't be able to slide side to side in the tip of a flat shoe. If you have wide toes then buy wide shoes or if your feet swell do the same. You don't want to buy a shoe on Sunday and have it be too loose by Monday and need to go up another size.
